Did you completely disable adblock (if you have it), rather than just unblocking popups? And logging out, deleting all your cookies, etc. the usual potential fixes for odd online issues? I'm sure you have, just double checking!
Are you able to access the bank manually by typing whiskerwick.boards.net/?bank into the address bar, or does that also just reload the home page?
Are all the devices you've tried accessing the forum from on the same IP/home network?
How long have the problems persisted, are they still there now?
Are you experiencing any issues on other proboards forums? RKC maybe - they don't have the bank/donations, but how about their tag board?
Unfortunately, I'm not sure why this would be happening to you but not to anyone else, unless there is something wrong with your internet connection or your account. I can't replicate any of what you're describing and I don't think it's ever happened to anyone before.
