the people that are "home owners" have a WhiskerWick home in Clawley lane so they have a different rank 
i dont know either if there is info on the stars i think its just there to kinda nudge you into being social. for the home owners i think i remember Rafa saying that she was going to fix it cause i do miss my satrs (loves pretty things hehe)
as for the rank question hopfully rafa can either point you in the direction of the answer or add it into a thread that it explains it for future petz lovers as well
