Somebody had this problem over on SS and it was due to the whole 'donation was rejected/refunded' and it was removing the option to send bones until they disabled their ad-blocker to allow the pop-up to show to accept the refunded donation.
This should be the case in Testarossa's because she paid 50 bones to bunnyballet and bunnyballet rejected the donation. If she hasn't accepted the pop-up saying her donation has been rejected, it's blocking her ability to send out bones
Even if you use an in-browser pop-up blocker, it will not notify you that a pop-up is blocked, it won't mention anything so you aren't aware that anything has been blocked. Normally, pop-ups that are blocked show up as 'A pop-up has been blocked on this page' but that never happened to me so it took ages to figure out why it was happening.
This was actually the problem I originally discovered way back when, although it's under the 'About Whiskerwick' as 'I can't see my donations!' but I think there should probably be a thread answering this specifically to make it easier for others encountering this issue. I don't think they check that for the FAQ. I think it would be too hard to tell people 'Don't reject a donation if it's not accurate, just accept it and send a refund manually' so it might be easier to just have a thread addressing this problem? Just a thought though, of course!
