Your explanation for why no one wants Pawn: The only possible explanation for why this sweet pup has not been snatched up yet is that he is in fact invisible.
Codename Pawn was actually born into a litter bred to be Spypupz in a Secret and Unspecified Organisation. As part of his purpose, an Invisibility Device was hidden in Pawn's spots to assist with Great Spying. However, one day the Organisation was attacked by Enemies and the whole operation had to escape and disperse; Pawn, still but a pup and only at the beginning of his training, was dropped off secretly at the Litterz Factory, placed most carefully among an adorable litter that closely resembled Pawn in the hopes that he would be safe from Enemies. For Extra Safety, Pawn's invisibility device was activated, but in the chaos and panic, the instructions for the device weren't left behind with him!
Nevertheless, Arie was able to see Pawn! How?! Because the device recognised Arie as Foster and Friend, a necessary component in Pawn's continued safety. After all this time raising Pawn, neither Arie or Pawn himself ever realised that he is invisible, why would they? Yet, as time has gone on, Pawn has received no attention for a permanent home, because no one else can see him! His PUGS and Flea Market listings seemingly go unnoticed, because no one can actually see them.
Until now. Little did Arie know, that when the words "World's Least Wanted" were typed in this last-bid attempt to find Pawn a home, Pawn's invisibility device deactivated: these were key command words! Why> Because to reach this point, to reach World's Least Wanted, means that Pawn's Enemies are no longer searching for him, he is now Truly Safe. He can now go home.
